My daughter drives a 1996 Toyota Rav 4 with over 180,000 miles. It is time to have the brakes done and I have been told that in addition to the shoes I have to replace the 2 rear drums. Could that be possible?

Sure. There's a legal maximum diameter. Normally they won't reach that limit unless one of the shoes was grinding metal-on-metal or if they were machined during a previous brake job. Most manufacturers are looking for ways to reduce weight so the drums don't have a lot of extra material for multiple machinings. A lot of new drums and rotors are so inexpensive, it makes more sense to just replace them than go through the time and expense of machining the old ones.
