What is the possible cause of low and unstable idle on cold start of vvc engine

when start at morning the idling is low and unstable,if you press the pedal it has no power,and when it's hot it become stable but sometimes during stop and try to drive again the engine has low power and it takes time the engine to response even pressing the accelerator..this car is variable venturi carburetor asian car.
