High Idle and Shut off

When i start my car the engine idles high and revs until it dies out,the tailpipe is not attached and i already checked the vacuum lines

The idle is controlled by metering small amounts of air into the system. You either a mechanical issue with the throttle plate dirty or getting stuck, a defective IAC (idle air control) or it has a vacuum leak elsewhere in the system.
