1993 cadillac seville power to the windows and locks stays on when i turn the car off. and eventually kills a new battery in a week when sitting

Opening any doors should disable the retained accessory power. Try opening a door, other than just the drivers, and see if it disables(radio off/no power windows). The door locks will always work, the circuit is hot at all times. If other doors disable RAP, then you could have a faulty door latch/switch.
