1997 Chevy Cavalier too much timing

ign timing is 15 deg at idle, by 1500 rpm timing maxes out at 44 deg. have changed all sensors except 02's. all sensor readings are normal incl 02. Even replaced pcm with reprog'd one.
Also have identical car with auto trans. Have swapped sensors to no avail. 2nd car is normal.
Bought this car with blown engine-replaced short block with low mi 98 2.2, reman 97 head. Engine starts right up no knocks, rattles or misses. Did compl tune up.
Where do I go from here?? VIC

base timing all you can do
meaning the timing chain
ECM control all after that
crank / cam sensor
and knock sensor
O2 will not effect timing
if it start and run good what is the issue
ECM use the information from the knock sensor to adjust spark advance

Here is your problem:, you used a 98 short block. Yes it will bolt right in. But the pistons and head are different i believe.

The real deal killer is the crank. the newer 98+ crank
position sensor notch is advanced from the older 96/97 crank. so the timing will be off using the older computer.
The only solution other than a custom computer is to use a 96/97 crank in the 98 block.
