What kind of shoes are you using? If they are reman the odds are good that the curve is incorrect causing too much shoe contact in the drum, which causes lock up.

The shoes are not reman.

This was happening prior to replacing shoes, hardware, drums, e-brake cables.

yes, both sides lock up at the same time.

Usually a pulsation in the rear indicates they are out of round (egg shaped). What brand of shoes/drums did you use? have the drums been checked for being out of round? Are the primary and secondary shoes in the correct spots? Sorry for the basic questions, this is all stuff I would check first if I had the vehicle

Are you having any other issues such as ABS light on or check engine light on?

If sensor on rear end has issues it will sometimes cause lock up as described. Another thing is Ford had some issues with shoes grabbing early in morning on dewey or rainy type mornings on those vehicles and was almost a characteristic.
