1996 Honda Civic Feels Like I'm Driving with My Brake On

I have a 96 civic 1.6 single vtech and often when i turn the car on and release the E-brake it feels like i'm still driving with the brakes on. It's almost as if you were to try and drive away with the E brake on.

Also i checked my oil dipstick and there's oil splattered almost all over the dipstick even after i have wiped it off and checked it.

Any suggestions...Thanks

Hi there, you will have to check that the hand brake cables are free and not binding up, are you checking the engine oil with the engine off? let it sit for a bit then check it.
