will not start

There is an ignition positive relay that needs to be checked here is a guide to help you test it and the location of the relay with the engine wiring diagrams so you can see how the system works.

I do have power to fuse #16 in the left heel board fuse box (w/ign on).

In the boot fuse box (w/ign on) it powers all fuses except fuses 7,8,15,17,19, and 21 (all other fuses have power).

In the boot fuse box (w/ign off) power is to 1,2,9,10,12,16,18,20, and 22 (all other fuses have no power).

FYI, though I have a fuse in the S/C fuel pump fuse holder, I do not have a corresponding fuel pump relay 2 in boot fuse box recepticle or stop lamp relay in its relay recepticle in boot fuse box (I do have power to both relay recepticles).

check the inertia switch (fuel cut off) is not tripped !

Found inertia switch and pushed down rubber covered plunger (on top of switch). Not sure I heard any click (like a clicking sound when I have reset other reset switches), but could feel something depressing under rubber cap ... either way, still no fuel or power to fuel pump fuses in boot fuse box.

I saw in wiring diagram that fuse #16 in left heelboard fuse box services "fuel pump relay 4" then it in turn services fuel pump fuse #7 in boot fuse box ... where is this relay found and how do I test to see if power is getting to it and test to see if it is good or not?

I have power to the fuel pump relay recepticle (with key in on position) and I interchanged with the various matching relay blocks in fuse box, but still do not have power to #7 fuel pump fuse found in boot fuse box and still no fuel to engine ... FYI, I am missing two relays in boot fuse box, fuel pump relay 2 and stoplight relay. Is it possible to use a jumper to power fuel pump fuse #7's recepticle from fuel pump relay (and therein the fuel pump) or what could I be missing here?

You will only get power (hot/live 12 volt) to fuse and pump at key on for 2/3 seconds then the power will be cut by the relay ... you will then only have a hot/live 12v feed again at cranking or engine running .. check you have power when someone is cranking car for you .. if you have power (hot/live 12v) at cranking then the pump is bad !!

You were right ... tested as you instructed and found out that pump was bad. Appreciate your assistance.
