I have a 98 Kia sportage and the car is not running. I have heard of a reset button on fuel pumps but needed to know if the Kia has this before searching for the relays or removing pump and testing it.

there is no fuel cut off switch fitted to this vehicle there is a fuel pump relay that sounds like it when out. Here is the fuel pump and engine wiring so you can see how the system works. This guide will help you test the relay.
