What is shift solenoid E problem? And what is the repair procedure? Can this be done at home? It comes and goes once in a blue moon so should I even bother?

The shift solenoid E is an internal transmission part. Shift solenoids are activated to change gears. When not activated, there is no gear change.
To locate the solenoids, the transmission pan must be removed.
Repair procedure depends on the actual problems.
Is it electrical? Or is the solenoid leaking?
When you remove the transmission Pan, there is a bunch of solenoids( A, B,... E)

Dealer has equipments of diagnosing properly malfunctioning solenoids.

The engine light comes on and when i scan it it says shift solenoid electrical. so it is an electrical problem. gear change are for the most part smooth except for reverse.

The solenoid E should be responsible for the valve that is in fact for the reverse . Dealer has solenoid tester to identify the problem,transmission must be removed/lowered before checking for an open or shorted circuit.
the good news is there won't be no need to rebuild the transmission, it just an electrical problem.

There is no cabin air filter on your 1994 Toyota Camry XLE V6 .

I checked and could not find cabin air filter on your vehicle.
