Since there are other electrical issues related to what is happening, start with checking the battery terminals to make sure they are clean and tight. Also, check fuses under the hood to determine if there are any of the ignition fuses blown. There is a printed list on the underside of the power distribution box which indicates each fuses' designation.
Here is a link that discusses what can happen if a battery terminal is loose or corroded. Take a look through it and let me know what you find.

Next, take a look through this link. It discusses how to check if the starter is getting power to the solenoid. Follow the directions and let me know what you find. Note: If there is no power to the starter solenoid with the key in the start position, the starter is most likely not the problem, but rather a power supply issue which will need traced.
